Official ICAO TAF forecasts (NOAA / Aviation Weather Center redistribution of national met office TAFs: BoM, JMA, CWA, PAGASA, VNMHA, TMD, MetMalaysia, MSS).
National and state public holidays within ±48h (higher traffic). Taiwan is not covered by this feed.
All 28 PoC airports queried every six hours. Median explicitly reported arrival delay among active flights scheduled between six hours before and twelve hours after the update. Up to 100 flights per airport; partial samples are labelled. Missing delay values, failed feeds and exhausted quotas remain NO DATA. Flight arrival lateness is not a measurement of airborne holding; advisory only.
Each update, an AI model with live web search reviews published NOTAMs, airport authority notices and news, flagging only MAJOR events likely to delay arrivals (runway closures, ATC/ILS outages, strikes, security incidents, typhoons, airspace restrictions). Minor NOTAMs are ignored. AI output — verify before use.

METHOD
Refresh: data is re-sourced once per 6-hour cycle (00/06/12/18Z). Assessment window is the next 12h.
Weather triggers: visibility <3 km, TS / CB, heavy rain (+RA), crosswind ≥25 kt on the best primary runway, or wind ≥35 kt. TEMPO/PROB groups score lower than prevailing conditions.
Colours: green = no expected delay · amber = delay under 30 min · red = 30 min or more · grey = no data, not evidence of normal operations. Missing factors do not add fuel; recommendations are incomplete when data is missing.
Extra fuel: amber +15 min · red +30 min, +15 per additional red factor, capped at 60 min.
